On behalf of the Contractor, he is responsible for ensuring compliance with the site local regulations, final client HSE requirements and Contractor HSE Management System.
He has to develop the Site H.S.E.&S plan, Safety programme (instructions, training, meetings, inspections, incentive, Health and medical, Environmental and Security programmes, Security Plan.
He has to checks that subcontractors have issued their H.S.E. plans and procedures before the beginning of work.
He is in charge with the safety awareness campaigns, with HSE matters communications.
He checks conformance of equipment to tech. requirements and regulations.
He is responsible for the site HSE activities report.
His priorities are to keep accident frequency and severity ratios at their lowest level, as well as to create the most suitable conditions for workers to work and to be encouraged to follow HSE requirements.
He has to promote a Waste Management Plan including Construction Wastes and Packing Wastes.
He is the one who conducts worksite HSE visits with all subcontractors, and directs appropriate corrective actions.
He is in charge with all the works relating to traffic control, fire prevention, environmental protection and sanitary matters
In case of accident, he takes necessary actions and investigates to identify the root causes of all incident and near misses.
He has to manage the site general security with watchmen.
Moreover, he is responsible for the implementation of the Site internal regulations defined by the Site Manager, proposes discipline measures when necessary.
In addition, he coordinates the off-the-jobsite Security matters with the Administration Manager.
